Kemp Garcia has been locating private utilities for almost 30 years. He manages a division of field locators and vac trucks, so he is not only involved in locating but digging too. The vac trucks are used for safe digging and S.U.E. work, and one of the trucks is wrapped with the WA811 logo.
Kemp has been performing Dig Safe Training for NUCA of WA since 2013. This training revolves around the 811 dig law in Washington State. This training also went online in February 2021.
Kemp is presently the President Elect for NUCA of WA and will take over as President in September 2021.
He is also an expert witness and damage investigation representative for the construction industry.
