Hundreds of contractors owe SAWS $1.2 million for damaging lines

Hundreds of contractors have knocked out water and sewer lines over the past three years, and the majority of them have never paid the repair bill.
Records we obtained from the San Antonio Water System show companies have caused damage to SAWS property 616 times from October 2014 to October 2017. The bills come to nearly $2 million, of which more than $1.2 million is still owed.
