Here’s a heart-warming recipe to a wonderful Holiday story.

Take a public utility worker with an eye for detail and a compassionate soul, a team of trained professionals who know channels to notify and proper protocols in which to invoke and a caring, small-town community that watches out for their fellow citizens and neighbors.

Now add a healthy portion of water but not just any water.
